Asthma-Related Chemicals in Massachusetts: an Analysis of Toxics Use Reduction Act Data (.pdf file)
Executive Summary (.pdf file)
The report examines the extent to which chemicals that can cause the initial onset of asthma or trigger subsequent asthma attacks are being used by Massachusetts industries who report under the Toxics Use Reduction Act (TURA) program. The analysis of use and air release trends was based on a master list of asthma-related substance (Excel).

President's Cancer Panel Fact Sheets, Industrial Carcinogens, Cancer--Air and Water Pollutants, Agriculture and Cancer, Radiation and Cancer. Molly Jacobs, Project Manager in the Lowell Center and Richard Clapp, Adjunct Professor, worked in partnership with the Collaborative on Health and the Environment, Breast Cancer Fund and the Science and Environmental Health Network to develop the following facts sheets focused on each of the four President’s Cancer Panel meeting topics, 2009.

The Challenge of Substances of Emerging Concern in the Great Lakes Basin: A review of chemicals policies and programs in Canada and the United States, Sept. 2009, prepared for the International Joint Commission Multi-Board Work Group on Chemicals of Emerging Concern in the Great Lakes Basin. The findings will be presented at the Great Lakes Water Quality Agreement Biennial Meeting in Windsor, Ontario on October 7, 2009 to discuss the issue with the public and inform the Commission's 15th Biennial Report.

Presumption of Safety: Limits of Federal Policies on Toxic Substances in Consumer Products, February 2008
This report analyzes current chemicals and product safety regulations in the United States as well as the agencies that implement these laws. Through literature review and consultation with key experts in government, academia, and the corporate and non-profit sectors, the Lowell Center for Sustainable Production researchers identified several important limitations in the current regulatory system for ensuring the safety of chemicals used in everyday products.

Options for State Chemicals Policy Reform: A Resource Guide, February 2008
This report outlines a range of options to help reshape and reorient chemicals management policy at the state level so that it more effectively protects health and environment while stimulating innovation, and safer chemistry and products. The options provide tools and examples of strategies to gather and share information through supply chains; facilitate more effective prioritization and action on chemicals; promote assessment and application of safer alternatives to problematic chemicals; and support research and development of products based on green chemistry.

New Directions in European Chemicals Policies:  Drivers, Scope, and Status 
by Ken Geiser and Joel Tickner, Lowell Center for Sustainable Production, October 2003
The result of interviews with key industry, government, labor, and advocacy stakeholders as well as in-depth document analysis, this report provides an overview of chemicals management policies at the European Union and Member State levels. It examines their influences, impacts, and status. The paper provides an indepth analysis of the Registration, Evaluation and Authorization process proposed by the European Commission as well as stakeholder perspectives on the development of new policies. The report provides a detailed analysis of the strengths and weaknesses of emerging European policy proposals.
